Abstract :
Linguistic problems due to simultaneous presence of people from different countries in crisis area can seriously impair emergency operation management. The study of communication strategies to overcome linguistic obstacles and the development of a communication infrastructure to broadcast people contextual multimedia messages have been the main goals of the EU PENforCEC project. The main activities and achievements of PENforCEC are described in this paper. The PENforCEC project provides a practical realization of an emergency notification system to people for homeland security scenarios.
