Abstract :
Mobile internet penetration is increasing significantly in Taiwan, but it also leads to more and more subscribers´ complaints about mobile internet performance. The regulatory authority, National Communications Commission (NCC), authorizes Telecom Technology Center (TTC) to start the project named “Measure Taiwan Mobile Internet” since 2012. The project not only aims to comprehensively understand the performance of mobile internet services in Taiwan but also inspire the telecom operators to provide better mobile internet services. In this paper, the proposed competition-based mechanism including large-scale measurement and statistical technologies is presented. The measurement results have shown that the project boosts nationwide average connection speed of 3G mobile internet to 4.44 Mbps at the end of 2013, compared to 1.98 Mbps at the beginning of 2012.
