Abstract :
Generally, quality management system (QMS) ISO 9001:2008 was used to assure customer satisfaction achieved. Application of QMS on local government was discussed on ISO 18091:2014, which had 4 dimensions and 39 indicators to measure quality management of local government. Researchers had designed online system of quality management measurement for local government based on ISO 18091, using self assessment method the officials of the local government. The data will be taken using questionnaire which has put on the online system. Data from questionnaire will be tested using Mann-Whitney method for statistic test and Simple Additive Weighting method to determine which criteria the results were put. Before the system was implemented to the society, it will be analyzed using PIECES framework to evaluate every aspects of the system. Data retrieval will be conducted once a year for five (5) years. On the fifth years, there will be time series comparative analysis to see the performance trend of the local government. The expected result from this research was implementation online system of quality management measurement for local government according to ISO 18091 and users. Hopefully, the system could give benefit for local governments for their organization´s improvement.
