Abstract
In meeting disaster management challenges of the 21st century, the traditional EMS has fallen short in various ways. The client-server model used in current implementations is plagued with weaknesses. Moreover, the national approach of individual countries amounts to resource and knowledge wastage. With the emergence of cloud computing technologies, a more advanced solution could be implemented to replace the conventional client-server model. The deployment of a cloud based EMS would imply a successful transition from national to global approach that will immensely benefit the global community on the disaster management front. This paper introduces a framework for a cloud based EMS that is capable of serving the global community in the 21st century and beyond.
