Abstract
In order to ensure the normal operation of urban functions and minimize the total loss of society in a large area blackout, first, this article optimizes the target load of mobile emergency power based on urban lifeline, sencond, use the method of Data Envelopment Analysis (DEA) calculates the total factor power consumption efficiency in each region of the city and finds the importance of the target load according to the method of Fuzzy Analytic Hierarchy Process (FAHP), finally, build a reasonable storage and distribution model of the mobile emergency power with the two indexs. The model has been proved to be reasonable and practicable through a numerical example. It can help the Municipal Power Company to improve the ability of power emergency management and make a appropriate strategic decision to reserve and allocate the mobile emergency power to reduce the electricity losses as much as possible in large area blackout based on urban lifeline.
