Abstract :
The European Commission through various Directives related to Open Network Provision (ONP) is progressing towards the harmonisation of, and open access to, various telecommunications services. This paper summarises the ONP concept and describes the minimum set of leased lines that public telecommunication network operators within the Community are obliged to provide, and its possible extension to include higher order leased lines. The final section presents, in tabular form, the extent to which the Member States are implementing the terms of the Directive
