Abstract
The current performance monitoring strategies for International digital transmission systems are of a `just too late´ nature, whereby systems report as their performance crosses preset bounds which are deemed unacceptable. A new strategy increases network resilience and survivability, together with customer and operator satisfaction. This is achieved with a performance monitoring system based on predicting failure, postulating the cause and thereby allowing planned preventative maintenance
