Abstract :
Scalable video coding is becoming more and more important as it addresses the problem of network heterogeneity and error-prone environments. This type of coding allows the bitstream to be manipulated at any time after it has been encoded. This is necessary in order to counter limitations such as bitrate, resolution, network throughput etc. This paper is a review of scalable video coding techniques. It presents the possible applications of scalable coding, the existing techniques and some research groups working in that field
