Abstract
The large-scale non-grid wind power industry has opened up diverse uses. Integrated large-scale non-grid layout of the wind power industry and downstream relative concentration of high-tech, research and production areas are closely connected. Innovative and having strong features, drawing on the innovation-based industry, domestic and foreign development experiences, the paper points out that the characteristics of industry base is to accelerate the development of wind power industry. An effective model that helps to promote enterprise development in derivative and gathering, human resources development and the combined effect of production, thereby enhancing the large-scale non-grid wind power industry´s concentration and competitiveness. The development of non-grid wind power base of specialized industry needs to support efforts to develop a number of key technological industrial developments, foster a number of leading products to master the core technology of the industry key enterprises, form a group of industry public service platforms for continuous innovation and comprehensively promote the development and characteristics of high quality industrial base construction.
