Abstract
Linear prediction methods have been widely used to forecast the bit rate varying of the coded video stream. In this paper we show that: (1) linear predictors are generally, suitable to predict the bit rate variation of the stream not containing scene changes or during a scene; (2) the proposed method based on scene change identification can improve the forecast performance; and (3) the dynamic bandwidth allocation scheme based on a smoothing algorithm can guarantee the delay upper limit not larger than a group frame cycle and make full use of the allocated bandwidth
