Abstract :
This paper discussed the performance assessment and mechanism of rewards and punishment in emergency management for emergency response department and responsible department. Firstly, the characters of performance assessment for emergency management differing from other public management were analyzed. Secondly,]performance assessments for emergency management were built. For emergency response department, the assessment was divided into four types based on both result factors and process factors and the model was then built. Responsible department was divided into construction department and emergency-causing department. For construction department, the assessment was divided into four types based on both result factors and construction quality factors and the model was then built. For emergency-causing department, the assessment was also divided into four types based on both result factors and human factors and the model was then built. Thirdly, the executive department for performance assessment was discussed. Finally, the mechanism of rewards and punishment was researched according to the results of performance assessment. Some principles were discussed for different department and different assessment results.
