  • Abstract
    The urban subway emergencies of the world took place frequently which would cause great casualties and property loss, as well as unfavorable political influence on public security and stability, so far as to cause the social panic. The paper explains the concepts of public emergency and the mutations mechanism and features of urban subway emergency. It undertakes an evaluation by means of Analytic Hierarchy Process and Fuzzy Mathematics which are effective to evaluate the whole process of emergency management. Then the paper presents a case study about the emergency especially its development tendency of one subway in China. At last the paper gives conclusions about the assessment of emergency capacity to major public incidents on urban subway, which is full of significances to other public incidents.
