Abstract :
To improve effectiveness of emergency responses to industrial accidents, this paper studied how effective emergency responses were achieved inside and outside of enterprises. Based on the barriers of joint emergency responses to information sharing and emergency linkages, this paper analyzed the cause based on FBF and proposed policy solutions for joint emergency responses to industrial accidents of enterprises. The policy solutions included four aspects, i.e. to establish emergency management agencies, to construct emergency coordination mechanisms, to release relevant legal systems of joint emergency responses, and to stipulate regulations of joint emergency responses. The barriers including poor flow of emergency information and weak linkages of emergency responses, can be attackled by the policy solutions. Therefore, government and enterprises will perform joint emergency responses effectively.
