Abstract :
This paper describes the significance of the emergency rescue industry standardization, analyze the problems of China´s emergency rescue industry and industry standardization, according to The four stages of disaster management [1]: prevention, preparedness, response, reconstruction, enhances social integration and rescue capabilities of the six areas ability. A new fourteen industrial system model is proposed, focusing on the development of comprehensive coordination between the systems. System fits national conditions and is operable. This paper also proposed two main tasks named start-up phase: education and training as a soft-start to wake up people´s safety awareness. While security certification as a hard-start for a sound and healthy system. The implementation of hard and soft start to drive the development of other systems, making the emergency rescue industry demand from passive to active, promoting China´s emergency rescue system to come out an industry standards, which will eventually promote a healthy development of the emergency rescue industry in China.
