Evaluation on the Competence of Colleges and Universities Based on Uncertainty Analysis

This paper places the competence of Colleges and Universities (CAU) on the foundation of the uncertain characteristic analysis in scale and level of running a school, and describes the attainability of the education indexes for formation of the competence and the controllability of management behaviors. This paper also puts forward the inversion orientation theory for the uncertainty analysis of education behaviors with which the competence of CAU is evaluated. The research shows that it is pivotal to attach importance to the uncertainty analysis in the process of competitions among CAU for improving the competence in future. Meanwhile, risk control in competitions is also the important factor to be considered.
