Chair´s message

The ITU Kaleidoscope series of conferences debuted in 2008 has grown into a well-recognized platform for the exchange of ideas between researchers and standardization experts working to advance the state-of-the-art of information and communication technology (ICT). The ITU academia membership category, launched in 2011, fortified the cause of the Kaleidoscope series, and the conference is increasing in importance as academia scales-up its engagement in ITU work. I would like to express my appreciation to ITU for selecting Bonch-Bruevich Saint-Petersburg State University of Telecommunications (SPbSUT) as this year´s host as well as my gratitude for the professionalism with which ITU organized the event.
