Abstract
Along with knowledge-intensive and globalization of economy, the intellectual property rights become the competitive advantage core of one nation as well as an area. The Intellectual Property Services are now at an unprecedented breadth and depth of impact on the world´s politics, economy, military and culture, as well as human society in all aspects of life. Based on relative studies and intellectual property services´ development in cities, an integrated and objective indexes system is constituted. It can be used to measure the operation performance of intellectual property services in Chinese cities. The weight of every index is calculated by entropy model. Taking Beijing, Tianjin, Shanghai and Chongqing as example, scores of intellectual property services operation performance in sample cities are calculated.
