This article discusses the knowledge spill-over effect which from intellectual property protection´s angle. In the industrial cluster innovation produces, analysis the intellectual property rights risk which produced by the knowledge overflow, and constructed a cluster based on innovation and IPR protection of enterprises, clusters, society “three-wheeled drive ”Dynamics.
