Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

The financing mode of Red Cross mainly shows voluntary failure. Not only the difficulty of financing impact on the organization independence and security, but also have marked negative external effects. Its find expression in overreliance on the government financial allocation, lack of service revenue and difficult to establish credibility system of private donations, etc. At the end of this paper, authors proposes an elastic financing mode and specific plan of the Red Cross are based on discretionary approaches and AHP.
