After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In the new round of global industrial transfer process, China should attach strategic importance to the development of service outsourcing, combine with manufacturing and leverage the proven advantages absorption of foreign capital to accelerate the outsourcing system construction and personnel training, and actively undertake international services building Outsourcing of strategic measures, and strive to seize the opportunity undertake international service outsourcing to become a major power.
