In this paper, we argue that vulnerability is a new perspective in risk management. Organizational vulnerability is identified by lack of adaptive capacity and resilience and these two elements determine the success of organizational risk management simultaneously. We believe that emerging insights into organizational vulnerability complement and can significantly add to a converging research agenda on the challenges faced by organizational risk management. Finally, vulnerability-based framework is proposed to help facilitate risk management.
