Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Based on the statuse quo and development of domestic and international legislations, this paper discussed the market isuuses of the commercial reuse of public sector information. It also emphasized the need for in-depth study those problems such as charging, the importance and practical ways to ensur fair competition between public sector and private sector, which may involve with the clear definition of public task, the role of Public sector in the field, non-crismination cross-subsides and exclusive right in licensing, which will be explored in the following years by EU, as well as our China.
