The burgeoning industrial clusters in Henan province face the constraints and pressure from resource environment, advocating to realize the circular economy development model of the coordinated development of economy and resource environment with as small resource degradation and environmental cost as possible is the strategic choice for Henan province to realize the sustainable development of industrial clusters.
