Abstract
Explicit congestion notification (ECN) used with random early detection (RED) is known to reduce delays for low-bandwidth delay-sensitive transport control protocol (TCP) connections by avoiding unnecessary packet drops and retransmissions. However, choosing the optimum values for buffer size and RED parameters is still an ongoing research topic. In this paper, we present a model to determine the buffer size and RED parameters to minimize packet losses at a RED gateway
