“Okun´s Law” is one of the most reliable economics laws, which has become the credendum for making economic growth and employment policies in many countries. However, there is a “Okun Paradox” in China, that is, the economic growth and employment growth are not balanced, and their growth trends are not synchronous. Because of the old system, policy and the interference of administrative forces, the non-regularity in “Okun Paradox” has the nature of anti-marketing. The government objectives, preferences, as well as the policy deviation lead to the deviation of results. Building the growth mode of “employment-friendly” is the fundamental strategy to break “Okun Paradox”. The government should encourage the employment in small and medium-sized enterprises, the tertiary industry as well as non-formal employment, and formulate the employment promotion policies respectively.
