After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Harmonious culture originates from China´s classical culture and spreads to East Asia in ancient time. This culture refers to the moral ideas of “Kindheartedness”, “Harmony”, “Trustworthy”, “Gold Mean”, “Keep Friendly and Harmonious Relations in spite of Differences between People”, “Concord is highly valued”, “Peaceful Coexistence” and the like, which are the recognized principles in dealing with international relations and one of the most important traditional cultures of China. Nowadays, this Chinese traditional value system is also the key to construct an East Asian Harmonious Culture. Yet, this traditional culture is facing the unprecedented historical task of modern transformation to make it keep pace with the times and annotated with values, dialectics and scientific spirit. Actually, harmonious culture has become an organic part of advanced culture in socialism with Chinese characteristics and it will play a particularly important role in the construction of socialist harmonious society and the advocate of international peaceful development.
