Then we describe some of the strategies, and programs which try to improve the quality of education, following the ideas of international organizations which have a bearing on the national agenda. After that a sketch of the actual situation is made, and the application of the 24521 Higher Education law is considered, within a regulatory frame which tends to improve the education quality. In order to do that, we have the implementation of institutional evaluations, internal and external, and procedures to which some of the universities have to undergo.
