Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

The difference of governance tradition and governance system resulted in the different governance bodies of US and China, which is reflected in the different governance idea, power and system of the two countries. The governance bodies of US shows the strong idea of self-governance, the separation of power, and the diversity and multi-centers in system, while the authority of China believes that the philosophy of elite governance, the centralization of power and the diversity and single-center s in system.
