After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The project expenditure is a focal part of the departmental budget, it is important to research the project performance evaluation of Departmental Budget not only in theory but also Reality. By the method of combining Normative Research with positive research, This article develop the project performance evaluation questions framework of departmental budget on four respects such as project orientation, project plan, project management and project result based on the project logic model, also design the project performance evaluation indicators and their design principles and requirement.
