With the increasing return from modern economics to the economic reality in recent years, happiness economics as a popular science that make study of the people´s behaviors to pursue happiness and the law producing happiness, has been more widespread concerned by the academic. In the background of building a harmonious society in China, the purpose of making and implementing of the national policy is not one-sided pursuit of GDP growth alone, business growth and social development is not intended to maximize wealth, but to maximize people´s happiness; we build cities, develop economic is to live more happy. Therefore, how to maximize the happiness of the people under the condition of the limited resources, is the government ´s decision-making purposes. The nature of the socialist public ownership of the country also decided that it has its own peculiarities and special solution channels to improve government decision-making in the development process of the overall well-being.
