Abstract :
This paper presents a novel scene transition detection method and a rate control algorithm for H.264. To enhance the reliability of scene transition detection, the difference of histogram of sub-pictures (DOHSP) is used as a metric. The scene transition frame is encoded in intra-pattern. And the target number of bits for it is determined based on buffer status. Experimental results show that the proposed algorithm can increase the average peak signal-to-noise ratio (PSNR) of reconstructed video by 1.42 dB. At the same time, video quality fluctuation is depressed.
