Abstract :
Flood control and disaster reduction is an important mission to guarantee the national economic and social development. With the proposal of "digital hydrology and watershed", flood prevention information system becomes a new trend in the hydraulic engineering realm. Taking the flood prevention information system in Quanzhou for example, we discuss the design and implementation of the decision support system Based on GIS for flood control in this paper. This system which is Based on the hydrology information system colligates real-time precipitation and flow inspection, flood control administration, flood forecast and simulation, flood information dissemination, related damage evaluation and so on. This paper illustrates the system architecture, the functional framework and the design of decision support sub-system. As a non-engineering measure, this decision support system plays a vital role in flood control and disaster reduction, which is an irreplaceable part of the whole flood control system.
