Does the e-government inequality exist in Asian countries?

Abstract :
E-Government is becoming a worldwide trend. However, there still exist many problems among which informationalization inequality and black hole of the informationalization investment are the most urgent, which are combined reflected in the relationship between preparation degree and public participation degree of E-Governance. The paper, based on panel data of most recent four years from Asian countries, finds that network construction of E-Governance contributes the most in promoting the degree of E-Governance participation, while the effect of human capital and informationalization foundation are not significantly. But for those countries with higher level of E-Governance participation, the enhancing effect of human capital becomes more obvious.
