Abstract :
Today, mobile data traffic explosively increases and it can be load to operator´s core network. To reduce the load, 3GPP proposes the offloading solutions such as local IP access (LIPA) and selected IP traffic offload (SIPTO). For offloading algorithm, there are many related works based on the LIPA/SIPTO but some research works beyond the LIPA/SIPTO. However, these related works don´t consider network utilization. Thus, this paper proposes a new offloading algorithm that decides the offloading ratio based on the network utilization and offloading preference. By the simulation, we show the performance of the proposed algorithm.
