  • Abstract
    This paper is concerned with the analysis of the communication effectiveness of VHF radio set. A theoretical treatment of a new model for evaluate the effectiveness of the VHF radio set is given. The method is based on the ADC law, the Analytic Hierarchy Process and the Cloud theory. Attention is concentrated on the index system and the normalization of the different indexes. The membership degree function between the different lays is determined based on Cloud model. It is shown that evaluating the effectiveness of VHF radio set by the Cloud model is feasible.
