Abstract :
This paper describes a methodology to develop the performance measures and performance decision tree for traffic incident management (TIM), and presents the way to link the data in CHART incident databases to enable comprehensive assessments of TIM program performance. The methodology uses data from CHART incident database to estimate the delays and other performance parameters, and quantifies the TIM performance measures considering the impacts of traffic incidents on both of traffic demand and supply sides. A two-stage approach is adopted to develop a performance decision tree that integrates the TIM performance measures.
