Abstract
No or simple frequency planning is one of the main requirements on the radio network for personal communications services, PCS. This paper describes an algorithm which adaptively allocates and replans the BCCH frequencies in GSM. The algorithm is designed so that only a minimum of measurements are needed. Stability of the algorithm is shown analytically as well as by means of simulations. Performance of the algorithm is investigated by simulations. The input to the algorithm is based on measurements performed both at the base station and by mobiles during normal calls. This means that the actual traffic distribution in the cells is taken into account when planning the BCCH frequencies
