  • Abstract
    The author discusses the effect of the US Federal Clean Air Act on the planning, engineering, and construction of new, modernized and expanded cement plants. The engineering and permitting process is described. The permit application is then discussed in detail, with attention given to the BACT (best available control technology) review, the modeling of plant emissions to determine the impact on air quality standards, and demonstration of compliance with other regulations
