Abstract
A novel variable bit rate (VBR) control method is proposed for single-pass audio video coding standard (AVS) video encoding in this paper. An efficient scene change detection method based on peak signal to noise ratio (PSNR) is introduced to solve the problem of quality degradation in subsequent frames when scene changes occur. Furthermore, the proposed rate control method can be efficiently adapted to the variation of different scenes. Experimental results show that the proposed method can provide more consistent visual quality with smaller PSNR variation and higher average PSNR improvement when compared with JVT-G012.
