Abstract
In order to correct the in-compatible errors of chroma motion compensation when transcoding MPEG-2 to MPEG-4 FGS, a new intra-refresh correction structure is adopted in the proposed architecture. In addition, an encoding loop is included in the suggested architecture for the purpose to prevent the quant error drifts in the MPEG-4 re-quantization part. Combined with these two structures, the proposed architecture can transcode a MPEG-2 elemental stream to MPEG-4 FGS streams smoothly. Comparing with several other architectures, it is shown that the suggested one has the best performance.
