  • Abstract
The authors outline the Royal Navy´s requirement for an electromagnetic/electro-optical (EM-EO) modelling system, or EEMS, that will enable sensor and weapon performance predictions to support operational planning and risk assessment work on a worldwide basis. EEMS will enable radar, radio, IR/TI/laser-TV predictions to be made for single and joint service warfare planning purposes. The advent of smart technology is resulting in a new arsenal of equipment which, despite their `all weather´ description, nevertheless, are still sensitive to environmental conditions. Since the late 1970s worldwide RN operations have experienced exceptionally variable EM-EO propagation regimes particularly in littoral or coastal environments which are notoriously difficult to predict. Although EEMS has four components the authors focus on the radar propagation model and the technical displays
