This paper describes the dynamic bandwidth management system implemented in the ATHENA communication system platform deployed in the Bucharest ATHENA test bed. It presents a scalable approach using a two-stage architecture for managing the bandwidth in a heterogeneous communication system comprising DVB-T, 802.3, 802.11, 802.16 technologies
