The Analysis and Evaluation about the Implementation of the S&T Policy

Independent innovation of S&T policies are aimed at promoting enterprises to become the main focus of the technological innovation. In this text, the above-scale enterprises located in Shijiazhuang City is as the research object, which have a strong R&D capability, and the basic data was obtained through the form of a questionnaire survey. The implementation effects of the policy have been studied from the overall situation analysis and descriptive statistical analysis and the policy impact on the enterprises innovation has been analyzed by gray relational degree. At last, the paper draws the existing problems in the implementation of the policy and puts forward the countermeasures and proposals.
