Abstract :
Suggested in this paper is the new model of structure and dynamics of pure water. It is supported by complex dielectric permittivity and absorption data within the whole range of polarization orientation. This model is generalized to the aqueous electrolyte and nonelectrolyte solutions.The structural specification of mm frequency band is established. The primary target of mm emission is proposed.
