Abstract
A new prioritization scheme based on dynamic priority queueing, for processing handover requests in mobile cellular networks is presented. The queues are periodically reordered depending on the radio power levels received by mobile subscribers from base stations and the rate of power degradation. The new scheme improves service quality of the cellular system by reducing handover failure probability as compared to the measurement-based prioritization scheme. Such improvements are demonstrated via simulated experiments
