Abstract
The strategic application of systems engineering can sustain competitive advantage for an organization. This paper refines an existing systems engineering strategy framework. This paper reviews the framework in the context of other systems engineering frameworks and obtains complementary views through OOA modeling. Use cases are introduced to provide insight into how to use the framework. A class diagram is provided to illustrate the structure of the framework. As a result of further analysis, framework state characteristics have been modified. Decision makers can leverage this refined framework to employ systems engineering more strategically.
