Empirical study on the utilization and management of collective construction land in the urban planning area

Taking Nantong´s Chongchuan District for example, the paper analyzes the actualities of utilization and management of collective construction land in the urban planning area, and then put forward some suggestions: insisting on intensive and abstemious principle, to strengthen the management of it; consolidating support of policy, to give necessary support to collective economy organization using it in the urban planning area; innovating expiation ways of confiscate land, to let collective economy organization reserve part of construction land; controlling the scope of confiscate land, to take market´s way with profitable item when using land; accelerating policy research, to carry out legal circulation as soon as possible.
