Problems in development and implementation of Chinese emergency plans

The emergency plan is the basis and guidance of emergency management. The development of emergency plan in China has problems of random selection of development team member, insufficient hazard analysis, templated plan document, lack of plan test, etc. The plan implementation in China has problems of lack of plan promotion, education and training, difficult implementation of resource, lack of implementation guarantee, etc. The fundamental cause of the aforesaid phenomenon is the weak crisis consciousness of the governmental officials and the public and inaccurate cognition on emergency plan.
