  • Abstract
    In early 2008, Hunan suffered a 50-year return of ice disaster, which led to an extensive traffic jam of the road network. Through large amounts of data investigation, this paper analyzed all factors causing traffic jams and their effect weight. Meanwhile, it analyzed emergency management measures during ice disaster, and indicated that main factors affecting both the efficiency and effectiveness of emergency response are emergency management mechanism, traffic management and regional coordination, etc. On this basis, the method for improving expressway emergency management was put forward from three aspects of emergency management system, emergency management information processing platform and emergency decision-making process. Furthermore, based on the development of road network in Hunan, traffic diversion programs of short-term and long-term were proposed when the case of large-scale jam occurring again. Simply stated, the results play a certain role on further improving expressway emergency management system.
