Abstract :
Because of the inadequate precursors, the complexity, enormous destruction and other characteristics of unconventional emergency, “Scenario-Response” is regarded as a more effective emergency management model to unconventional emergency. Started with the definition of scenario elements and based on scenario essence, this paper analyzes the necessary relation between scenario elements and unconventional emergency management. Accordingly, the article demonstrates the importance of scenario elements in unconventional Emergency Management, and the strong practicability of “Scenario-Response” by analyzing the actual rescue case in East Turbine Corporation in 5.12Earthquake.
